How to Get Help With Non-Emergencies
- For help with non-emergencies from District Government services, start with 311. You can dial 311, submit a request on the DC 311 website, or use the DC311 app for iPhone or Android. Common 311 requests (website/app/phone): missed trash or recycling; bulk pickup; rodent inspection/treatment; alley cleaning; street/sidewalk repair; parks & DC facility issues; Department of Motor Vehicle (DMV) issues; construction complaints; graffiti removal; illegal dumping; trash can repair/replacement; parking enforcement; streetlight or traffic signal repair; and more.

Public Safety & Emergencies
- For emergencies: Call 911.
- Metropolitan Police Department (MPD): Ward 3 is primarily MPD’s Second District – Second District Station, 3320 Idaho Ave NW; Desk: (202) 715-7300. Learn more on MPD’s Second District page.
- The Second District Citizens Advisory Council (CAC) also meets regularly—details via MPD’s CAC page.
- File a complaint about police conduct: DC Office of Police Complaints online form (complaints due within 90 days of the incident).

- Know Your Rights — Quick Tips
- You have the right to film police. Record interactions without interfering.
- If approached, ask: “Am I free to leave?” If yes, walk away calmly.
- If stopped, ask “Am I free to go? Am I under arrest?” Do not consent to searches (“I don’t consent to this search”).
- If frisked, do not resist; repeat you don’t consent.
- If your rights are violated, note the officer’s name/badge, gather witness info, and file a complaint with OPC within 90 days.
- Avoid unnecessary encounters: keep substances out of public spaces; don’t allow entry to your home/business without a judicial warrant.
