Human services help residents maintain stable, healthy lives. As chair of the Committee on Human Services, Councilmember Frumin focuses on programs that are accessible, well-managed, and accountable. His work strengthens behavioral health services, workforce and employment pathways, senior supports, and homelessness services. He focuses on programs that help residents meet basic needs and move toward lasting independence.

Delivering for Ward 3 and the District
- Secured more than $42 million for homelessness prevention and response programs, including rental assistance and shelter support.
- Led oversight of housing voucher and Emergency Rental Assistance (ERAP) programs, improving services for tenants and strengthening coordination with landlords and housing providers.
- Established a Health Care and Public Benefits Ombudsman to help residents resolve issues with public benefits programs.
- Passed legislation to reduce public benefits theft and ensure residents can recover stolen funds.
- Restored funding for domestic violence housing services and workforce development programs for homeless youth.
- Secured a Department of Behavioral Health pilot program providing support and services to tenants at apartment buildings accepting vouchers along Connecticut Ave NW.
- Created a task force of stakeholders to improve housing voucher programs and expand services to support residents receiving vouchers.
