Setting Every Student and School Up for Success

Councilmember Frumin works to ensure students feel safe, supported, and ready to learn at school. His efforts include modernizing school buildings, expanding early childhood programs, improving out-of-school time options, reducing absenteeism, and supporting educators. He works closely with parents, DC Public Schools, school leaders, and community groups. Together, they focus on practical initiatives to help students learn, stay engaged, and access the programs they need.

 

Key Focus Areas

  • Increase early childhood education options so every child starts strong.
  • Reduce absenteeism through student support, family engagement, and programs that help students stay connected to school.
  • Strengthen out-of-school programs that help students learn and support working families.
  • Expand access to advanced classes, arts, athletics, literacy help, and special education services.
  • Support teachers with strong pay, training, and classroom resources.
  • Improve school outcomes in partnership with with DCPS and school communities.
  • Modernize buildings to be safe, welcoming, and well-equipped spaces.
  • Support workforce training and higher education pathways, including partnerships with the University of the District of Columbia and other institutions.

 

Delivering for Ward 3 and the District

  • Funded the Pre-K Enhancement and Expansion Program (PKEEP), the Early Childhood Educator Pay Equity Fund, and the Child Care Subsidy Program to support families and educators across the District.
  • Funded a Communities in Schools coordinator at John Thompson High School, expanding on-site student supports that help at-risk students stay engaged and succeed.
  • Completed the Stoddert Elementary modernization.
  • Made school readiness tours and worked with DCPS and DGS to resolve infrastructure issues so schools opened prepared for students.
  • Pushed for a GPS tracking bus tracking system for students with disabilities to increase safety of and transparency for families.
  • Introduced the Universal Out-of-School Time Amendment Act to expand access to after-school and summer programming for students across the District.
