Expanding Housing Options That Strengthen the Community

Safe, stable housing supports strong neighborhoods. Councilmember Frumin works to expand housing options that meet a range of needs while supporting neighborhood character and quality of life. His approach includes mixed-income development, inclusionary zoning, strong tenant protections, supportive services for voucher recipients, and clear oversight of planning and development. He engages residents early and listens to community input throughout the planning and development process. By adding new housing, improving existing homes, investing in programs to help residents afford housing and provide support services to recipients, and strengthening oversight of building safety and housing standards, he aims to keep Ward 3 accessible for people at all income levels and stages of life.

Delivering for Ward 3 and the District

  • Introduced the Rent Stabilization Protection Amendment Act to close loopholes that encourage displacement in rent-stabilized buildings.
  • Supported legislation to modernize housing law while preserving tenant protections, including improvements to protect tenants in TOPA transactions.
  • Secured a tax abatement for So Others Might Eat (SOME) to support new affordable housing development in Ward 3.
  • Supported the Vacant to Vibrant Act to bring long-vacant and blighted properties back into productive use.
  • Helped secure significant funding for the Housing Production Trust Fund and homelessness prevention programs in the District budget.
  • Introduced legislation in support of infill development in Cleveland Park.
  • Secured a Department of Behavioral Health pilot program providing support and services to tenants at apartment buildings accepting vouchers along Connecticut Ave NW.
  • Created a task force of stakeholders to improve housing voucher programs and expand services to support residents receiving vouchers.
