Statement

I am heartbroken by yesterday’s devastating shooting in Glover Park, where a woman lost her life and her daughter was injured. Two young sons were also present, and one of the sons was unaccounted for before being safely located later. The father, who was the suspect, also apparently took his own life. I have been in contact with the Metropolitan Police Department and appreciate their swift and coordinated response, including their work with Prince George’s County law enforcement to safely locate the missing child. The suspect is deceased, and MPD has confirmed there is no ongoing threat to the community. I am grateful that the boys are safe with relatives, and I am hopeful for the continued recovery of the injured daughter. This tragedy is especially heartbreaking because these children have now lost their parents. My heart is with them, their loved ones, and all those impacted by this profound loss. Snow Response Update - Wednesday, February 11: Escalation Teams Activated to Address Missed Trash and Recycling Collections Our office continues to hear from Ward 3 residents experiencing missed trash, recycling, and food waste collections. We understand how frustrating and disruptive these prolonged delays have been, especially for residents who have already submitted 311 requests and are still waiting for service. Our constituent services team remains in close communication with the Department of Public Works (DPW), the Mayor’s Office of Community Relations and Services (MOCRS), and other District agencies. We are continuing to escalate Ward 3 cases and advocate for faster resolution and reliable restoration of services. DPW Activates Escalation Teams and Expanded Service DPW has announced additional steps to accelerate missed collections and restore normal service across the District. To address ongoing delays: DPW has activated seasonal employees as part of a dedicated escalation protocol focused specifically on missed trash and recycling collections. On Saturday, January 31, Councilmember Matt Frumin hosted Ward 3’s annual Budget Listening Session, a community forum for residents to share priorities and perspectives on the District’s upcoming Fiscal Year 2027 budget. During the session, Ward 3 residents and stakeholders spoke about a wide range of issues, including housing affordability, education and early childhood investments, public safety, infrastructure and pedestrian needs, climate resilience, support for seniors, and fiscal accountability. Councilmember Frumin also provided an overview of the District’s budget process and discussed how resident feedback informs oversight and budget advocacy. The legislation updates the District’s child support system to ensure that payments collected on behalf of children are delivered more directly, consistently, and effectively to families. Child support is a critical source of stability for many low-income households, particularly for families receiving or previously receiving Temporary Assistance for Needy Families (TANF). Yet under current law, much of the child support collected in these cases is diverted to reimburse government costs before families see any benefit. As a result, parents may receive only a portion of the support paid on behalf of their children, creating confusion for families navigating the system and limiting their ability to cover basic needs. Rift Valley was chosen from eight proposals submitted during the Request for Proposals (RFP) process. The Civic Core is a District-owned site that includes the Chevy Chase Library and Chevy Chase Community Center, built in 1968 and 1971, respectively. The approximately 73,000-square-foot site, located at 5601 and 5625 Connecticut Avenue NW in Ward 3, will be redeveloped to include a modernized library, community center, and 177 units of new affordable and market-rate housing. The proposed project will also include additional parking and double the amount of existing open space, including a play park, sport courts, an amphitheater, and native plant garden. Councilmember Frumin's statement in response to Mayor Bowser's update on DC November SNAP and WIC benefits: "The federal government has placed the District and other states in an impossible situation: withholding Supplemental Nutrition Assistance Program (SNAP) funding during the government shutdown, while warning that any state action to fill the gap will not be reimbursed. Faced with the choice between spending up to $29 million in local funds or allowing tens of thousands of DC residents to go hungry, including nearly 50,000 children, the District has taken the responsible step of funding SNAP benefits.  While the District is doing the right thing under difficult circumstances, it is profoundly frustrating that local governments are being forced to shoulder a federal responsibility just to keep families fed. On October 29, Councilmember Matt Frumin spoke at the ribbon cutting of the Louise on Western, a new wing of the Lisner-Louise-Dickson-Hurt Home, providing affordable quality homes for seniors and older residents.   "I was delighted to attend the ribbon cutting ceremony for The Louise on Western, the newest addition to the Lisner-Louise-Dickson-Hurt campus in Ward 3. This joyful celebration marks the culmination of a collaborative project to create more than 90 new high quality affordable housing units for older District residents with assistance from the Housing Production Trust Fund, the first project in Ward 3 to do so. As the former chair of the board of the Lisner, this was personal for me. Legislation

This bill makes the DC Flex shallow rent subsidy program permanent. DC Flex provides families with a flexible pool of funds they can use to pay rent when unexpected expenses or emergencies arise, or when their paycheck simply does not stretch far enough to cover the month’s rent. For example, if a family’s car breaks down or a medical bill arrives, DC Flex ensures they don’t fall behind on rent. Families can use the funds as needed, up to an annual amount. Since 2017, DC Flex has helped families avoid homelessness, with 88 percent of participants stably housed after one year. Permanency will reassure families that this lifeline isn’t going away, and it will help the District plan more effectively for long-term housing stability. See the bill introduction package below.

Legislation

This bill requires the Department of Human Services (DHS) to restore stolen benefits and transition from outdated swipe EBT cards to secure, microchipped cards. Benefits theft has stripped millions from our most vulnerable residents; 5,198 cases totaling more than $2.1 million in FY24 alone. EBT cards with chips could reduce theft by 90 percent, and residents deserve both stronger protections and timely replacement of their benefits when theft occurs. Having worked extensively on oversight of DHS, I have seen firsthand how delays and outdated systems erode trust in public services. This bill is about modernizing government, preventing avoidable harm, and making sure residents can rely on the benefits they have earned. See the introduction package below.

Today, the Council has taken an important step toward addressing the District’s housing crisis with the passage of the Rebalancing Expectations for Neighbors, Tenants, and Landlords (RENTAL) Act. This legislation is the product of significant consultation with many local stakeholders, including tenants, advocates, housing providers, and developers, who engaged in this process with seriousness and good faith.  The bill makes it easier for housing providers to remove tenants who violate their lease by failing to pay rent or engaging in serious criminal conduct. At the same time, it raises important questions about how we balance landlord needs with tenant protections, including special protections for victims of domestic violence. Evictions can have lasting and destabilizing impacts on families and communities, which is why these changes must always be viewed alongside our broader responsibility to preserve tenant rights and ensure long-term housing stability. In this debate, I worked to strengthen the ability of tenants to negotiate with prospective investors as part of the Tenant Opportunity to Purchase Act (TOPA). TOPA is a District law that gives tenants…

I pushed hard for stronger accountability to make sure the Washington Commanders deliver the housing and mixed-use development promised alongside the new stadium. My amendment to strengthen those protections did not pass. While I would have preferred a deal with tighter requirements and clearer enforcement, I ultimately chose to support the RFK Campus Redevelopment Act because I believe given the broad support on the Council this is a time to come together and press for the best implementation possible. If executed well, the potential benefits for the District are enormous. I look forward to being a partner in that implementation effort.   The RFK site can and should be a place where the District builds something extraordinary: new housing, good jobs, enhanced public access to the Anacostia River, environmental protections, and community benefits that reach residents citywide. This deal, even with its shortcomings, provides the framework to make that vision real.  As my vote indicates, I am committed to seeing this project succeed for the people of DC. Shortly after 11:00 a.m. today, there was an officer-involved shooting in the 5100 block of Sherrier Place NW. One individual, a civilian who was the subject in this incident, is deceased. At this time, details remain limited, and the investigation is ongoing. I have been in direct contact with Metropolitan Police Department (MPD) leadership regarding this incident and will continue to stay closely engaged as more information becomes available.   MPD reports that officers were responding to a call regarding a domestic incident. At the scene, a subject was wielding two knives and behaving erratically. According to MPD, the officers attempted multiple de-escalation strategies, including using a taser. Officer commands to drop the knives were ignored, and the officers discharged their weapons after the subject charged at the officers with the knives.    Any loss of life is a tragedy, and my thoughts are with the family and loved ones close to this incident. Last night, US Attorney General Pam Bondi issued an order purporting to give the Drug Enforcement Administrator the powers and duties of the DC Chief of Police and suspending specific MPD General Orders. The Home Rule Act clearly vests local executive power in the mayor. Section 740 grants the president limited authority to direct the mayor to provide the services of MPD in special emergency circumstances. It does not give the president nor his administration the power to remove or replace the Chief of Police. Attorney General Bondi’s order is clear overreach and an attempt to subvert our local democratic government. Today, DC Attorney General Brian Schwalb filed suit challenging the federal government’s attempt to take over MPD. I fully support this action and stand with the mayor, DC Attorney General, and my fellow councilmembers to defend Home Rule and the rights of 700,000 District residents.

It is a sad day for the District of Columbia, and a sad day for the United States of America. Crime is the ultimate political issue and often discussions of crime become delinked from facts in the service of a political agenda or in an effort to change the subject. The facts are that violent crime in the District of Columbia is down and going down. Indeed, violent crime is at the lowest level in decades. The District has also been exemplary by many measures. Our city has grown significantly in recent decades. Our parks are consistently rated the best in the country. Our schools have seen the fastest growth in the country. We are a world leader on environmental issues. Unlike some other jurisdictions, we balance our budget every year. Could we do better? Yes. Could the federal government help? Absolutely. We have consistently urged the federal government to nominate and confirm our judges, to strengthen prosecutions, and to support us as we contend with the special burdens of hosting the seat of government.…

Today, upon first reading, I voted no on the Robert F. Kennedy Campus Redevelopment Act of 2025. I believe deeply in the potential of the RFK site. It can and should be a place where the District builds something great, something that delivers new housing, creates jobs, protects the environment, enhances public access to the Anacostia River, and benefits residents citywide. However, despite significant improvements made in recent weeks, and the sincere efforts of many involved, I could not support the deal as presented. Unfortunately, even quite measured, reasonable proposals for strengthening the enforcement of the proposed timetable for the mixed-use development, which is key to delivering economic benefit to the District, were ultimately rebuffed by the Commanders. We need greater accountability to ensure the sites are promptly developed. Otherwise, we risk many of the economic benefits offered by the project being a mirage. According to Office of Planning’s demographic data, more than one in every five Ward 3 residents is over 65 years of age. That equates to more than 16,000 people, making Ward 3 home to the largest population of seniors of any ward in the District of Columbia. Since 2023, the DC Council has annually declared May “Old People Are Cool Month” in DC. Councilmember Frumin was proud to introduce the Ceremonial Resolution again in 2025  to recognize the Old People Are Cool project’s important work to confront ageism and support intergenerational collaboration. Organizations in our community have made Ward 3 a great place to age-in-place, and Councilmember Frumin is grateful for their work empowering older adults and connecting them to critical supportive resources. Today, Mayor Bowser announced full Fiscal Year 26 funding for the Pre-K Enhancement and Expansion Program (PKEEP), the Early Childhood Educator Pay Equity Fund (Pay Equity Fund), and the DC Child Care Subsidy Program. I applaud the mayor and her team for their efforts to secure funding for these important programs that directly benefit working families and educators in Ward 3 and across the District. I know firsthand with my own family how critical they are for DC to continue to grow, thrive, and be a welcoming place to raise children. Significant credit for this announcement is owed to all those who advocated to protect funding for PKEEP, the Pay Equity Fund, and the Child Care Subsidy, including many Ward 3 parents, school staff, and Advisory Neighborhood Commissions. Earth Day was on Tuesday, and the District is proud to be a national and a global leader on the environment. The District has cut citywide emissions by more than 35 percent since 2006 thanks to efforts such as the greening of the electric grid, decreased energy use intensity in commercial buildings, and improvements in vehicle fuel economy and standards. The District holds itself to high standards, as DC government is 100 percent powered by renewable energy. Below are just some of the other ways DC is leading the way. The LEED Certification program is run by the U.S. Green Building Council (USGBC), which is a non-profit organization formed to assess the sustainability of buildings and other structures. Dear neighbors, It is a day to be proud to be a resident of the District of Columbia. Last weekend, the House circulated a draft Continuing Resolution (CR) that would have unnecessarily and irrationally called for $1.1 billion dollars in spending cuts over the next six months. Under the House rubric, the District would have had to furlough teachers, firefighters, police, sanitation workers among others all of which would have been paid for using local dollars that would have been parked because of the federal constraint. The District government and civic groups swung into action in an urgent effort to turn this around with the Mayor and Council working in close coordination, and hundreds, if not thousands, of residents also swinging into action to avert the possible trainwreck. Today, the House Continuing Resolution passed the Senate, but the Senate also passed a bill put forward by Senator Collins of Maine that will, if passed by the House, fix the issue relating to the District of Columbia budget.  We are not out of the woods yet, we…

Judy Heumann was a pioneer of the disability rights movement, who passed away on March 4, 2023. The close of 2024 marked the end of Councilmember Frumin's second year on the Council of the District of Columbia. I am deeply saddened by the violence that occurred overnight in Ward 3. I have been briefed by the Metropolitan Police Department (MPD) and appreciate their quick response. According to MPD, an adult male was shot and killed during a domestic dispute inside a residence in the City Ridge development off Wisconsin Avenue just before 2:30 am. The case is now being handled by homicide detectives who are on the scene, and an active investigation is underway. My thoughts are with the family and loved ones of the victim during this difficult time. This is a sad day for the Council and the District of Columbia. The first time I truly saw how Councilmember Trayon White served his community was at a vigil after a shooting on Martin Luther King Avenue ten or more years ago. He spoke with his neighbors with empathy and strength, calling for change from outside of his community but also from within. He connected with his neighbors in a way that resonated. More recently, we overlapped at an event, and I asked him how he bore up attending so many funerals and meeting with so many families broken with pain after the loss of a loved one. He responded that he was tired - spiritually tired - but he showed up just the same. I say these things because at the center of all this is a person who has earned the love and respect of many in his community. There is a human being with strengths and weaknesses. A person who, like all of us, should not be defined by one act.…

On December 4, the Subcommittee on Recreation and Community Affairs hosted a public roundtable on opportunities for collaboration with the National Park Service (NPS). Over 90 witnesses submitted testimony for the record, underscoring what an important issue this is for residents. Letter

On November 15, members of the DC Council co-signed a letter to Senate Majority Leader Chuck Schumer and Senate Republican Leader Mitch McConnell regarding the large number of judicial vacancies at the District of Columbia Courts. The letter urged Senate leadership to quickly fill the seats before the end of the year. The full letter is available below.

On Thursday, November 21, 2024, Chairman Phil Mendelson and the Council Committee of the Whole (COW) held a hearing on legislation Councilmember Frumin introduced, the “Universal Out-of-School Time Amendment Act of 2023,” as well as general oversight of out-of-school time (OST) programs. OST provides students with engaging programs, and improves attendance and safety. Currently, there aren't enough OST seats for every student, but there is broad support - including in the administration - to meet these needs. Councilmember Frumin's bill offers a road map to access for all students. Thanks to Chairman Mendelson for holding the hearing on the bill and oversight of OST programs, and thanks to witnesses who took time from their day to testify to how impactful these programs are for students. Public safety is one of Councilmember Frumin's top priorities. On Wednesday, November 20, 2024, Councilmember Frumin hosted the Ward 3 Public Safety Forum at the University of the District of Columbia Student Center Ballroom and on Zoom. On November 13, 2024, the Subcommittee on Recreation and Community Affairs hosted a public roundtable to discuss permitting, access, use, and capacity of athletic fields owned by the District. Testimony focused on how DPR manages its inventory of athletic fields for those applying for a permit, as well as how permitting factors into the overall use of inventory of athletic fields in the District. I am terribly saddened to learn of the passing of DeAndre Pettus, a 5-year-old child, in Ward 3 on Sunday. My heart goes out to his family, as well as the Murch Elementary School community during this difficult time. At this time, we still do not know all the details of what led to this horrific tragedy. The Metropolitan Police Department made an arrest on the preliminary charge of first-degree cruelty to children, those charges were filed by the U.S. Attorney's Office, and the defendant appeared in D.C. Superior Court on Monday afternoon. Prosecutors await autopsy results, and the investigation is ongoing. The loss is heartbreaking and sadly follows the death in Ward 3 just the week prior of 1-year-old Journee Moore of Upper Marlboro, Maryland, which is being investigated as a homicide. These tragedies are reminders that laying a forceful hand on a child is never acceptable. They also underscore the imperative for the city to provide adequate services to our families with the greatest needs, and clearly there is more we need to…

Yesterday, Investigator Wayne David, a 25-year Metropolitan Police Department veteran, tragically lost his life in the line of duty. My deepest sympathies go to his loved ones and colleagues during this difficult time. Investigator David dedicated his life to helping make his native DC a safer place. He was committed to getting guns off our streets, and this loss is yet another reminder that the scourge of guns and the pain they cause continues to plague the District. Every day, our police officers and first responders risk their lives to keep their neighbors safe from harm, and they deserve our thanks and support. I join all residents of the District and my fellow Councilmembers in being deeply troubled by the charges against Ward 8 Councilmember Trayon White. We all deserve leadership we can trust. In the words of Chairman Mendelson, the arrest and serious charges are a “gut punch” to the District, particularly the residents of Ward 8. Due process is one of the great pillars of our judicial system, and the assumption of innocence until proven guilty is fundamental to our democracy. Councilmember White is entitled to defend himself, and we must allow the process to take its course. To serve as a member of the Council of the District of Columbia is a privilege, and the alleged misuse of public office undermines the public’s confidence in their government. I support Chairman Mendelson’s decision to remove Councilmember White from the Chairmanship of the Committee on Recreation, Libraries, and Youth Affairs while an Ad Hoc committee assesses the situation and makes recommendations on potential disciplinary actions. Earlier this week, Mayor Bowser announced the District has surpassed the administration’s goal to create 36,000 new housing units by 2025. This achievement is an important step toward providing sufficient housing to meet the diverse needs of our city. However, there remains a tremendous opportunity and need to add more, including more affordable units, and I am committed to supporting additional housing in Ward 3. The biggest obstacle has been the high cost of land acquisition, which leads to higher prices paid by renters to cover those costs. I will continue to advocate for an acquisition fund and other investments that make it easier to build affordable housing. Affordable housing is not limited to rental housing, however, which is why I supported full funding for the Home Purchase Assistance Program, which provides interest-free loans and closing cost assistance to qualified applicants in the District. June 20, 2024 I share residents’ frustration that the Wilson Aquatic Center has still not reopened. My team and I have been in frequent contact with DGS and DPR leadership to press for transparency and to get the pool open and operating reliably as soon as possible. While the extensive work to replace the HVAC system and other necessary facility maintenance is complete, a leak was discovered when the pool was being refilled. DGS has assured me that repairs are underway and proceeding as quickly as possible. Here is the statement the department released earlier today: “The Department of General Services (DGS) and the Department of Parks and Recreation (DPR) share your desire for the Wilson Aquatic Center to reopen immediately. While in the final stages of pre-inspection duties, a leak was discovered during the pool refilling process. Plumbing repairs began yesterday morning to ensure the pool remains functional after reopening. Once completed, we will promptly refill the pool and conduct necessary tests to ensure everything is in proper working order. We recognize the Wilson…

I share many residents’ disappointment with DDOT's decision to exclude bike lanes from the current proposed safety enhancements on Connecticut Avenue. Around a year ago it became clear Mayor Bowser had reservations about the inclusion of bike lanes in the plan. I have consistently advocated to the mayor and her team that including bike lanes was an important component of the safety plan and as part of the broader effort to promote multimodal transportation, including through two public letters (December 2023 and February 2024). The mayor now proposes to go a different way. The suggestion is that there will be yet-to-be-described safety improvements and exploration of where a north/south bike route in upper northwest should be located. There are more unanswered questions than answers in the administration’s current posture. The question now is what happens next. First, we need to fully understand what DDOT is proposing, including how it might promote safety and how it might not, as well as getting some sense of DDOT’s thoughts about possible north/south bike routes. After hours of discussion today, the DC Council voted in the first of two readings to approve the Secure DC Omnibus, which covers a range of public safety initiatives. I thank Councilmember Brooke Pinto for her leadership and hard work in introducing this bill. It can be a challenge for everyone to work together, but that is the only way we’re going to solve this District-wide crisis, and today’s work and the effort that led up to it reflects that spirit. I’m confident the Council will continue to refine the bill between now and the second reading toward our shared goal of improving safety and accountability. Early this morning, a gathering among a group of friends at the Embassy Suites Hotel in Friendship Heights turned tragic when a member of the party shot and killed a young woman at the gathering. My heart goes out to her family and friends, who instead of celebrating the New Year are now mourning the loss of a loved one. My office was in communication with MPD shortly after the shooting and continues to receive updates. I have confidence that MPD is doing everything the department can to apprehend the shooter. Councilmember Frumin’s commentary in the DC line, which proposes purchasing the former Intelsat site, is an indisputably ambitious idea. The site, located a block from a Metro stop at 4000 Connecticut Avenue NW, presents a unique opportunity for the city to acquire a massive property with a variety of potential civic uses. Purposes could include an early childhood education center, senior wellness programs, urban agriculture, a central food processing facility, and space for UDC or another university. To achieve this goal, the proposal suggests the possibility of relocating the high school on MacArthur Boulevard to the Intelsat site, offering a more accessible location proximate to public transportation. The District is about to move into the second phase of the MacArthur High School renovation in the Palisades neighborhood. The MacArthur launch has been an extraordinary success so far, but that very success highlights the challenges of accommodating a proposed program to serve 800 students at its current site. Late afternoon on Saturday, September 9, a shooting occurred outside at 4601 Connecticut Avenue NW. An adult male was shot in the abdomen. He was conscious and breathing at the scene and taken to the hospital for medical attention. The victim remains in intensive care, and my thoughts are with him and his family as he recovers. I know this act of violence was disturbing for neighbors and families. I was in communication with Metropolitan 2nd District Commander John Branch on Saturday regarding the shooting and will support MPD’s response efforts as it continues its investigation. MPD has not yet identified two suspects involved in the incident. Residents who may have information about the incident should contact MPD directly using the anonymous tip line at 202.727.9099. Washington, DC –– Councilmember Matt Frumin introduced the Rent Stabilization Protection Amendment Act of 2023.The bill ensures the voucher program can thrive without jeopardizing existing rent stabilization policies by ending the exemption of housing vouchers from rent stabilization laws. The legislation, crafted in consultation with the Office of the Tenant Advocate, preserves funds needed to supply more vouchers and house additional neighbors. The DC Housing Authority often pays the maximum allowable rent instead of negotiating a reasonable fair market price, leading to fewer individuals served and a dangerous upward pressure on the housing market that inflates rents. These issues are further exacerbated in rent-stabilized buildings because voucher recipients currently cannot benefit from rent-stabilization policies. We can make our neighborhoods safer with a strategy that promotes an adequately resourced police department, comprehensive wraparound services, and community-centered professional policing. The Metropolitan Police Department (MPD) should be adequately resourced to prevent and respond to crime effectively. While recent budgets included funds to increase MPD personnel, recruitment and retention of officers remain a struggle. I am reviewing existing incentive structures and exploring innovative ways to recruit qualified officers who reflect the communities they serve and the racial, economic, and gender diversity of our city. Training efforts should prioritize building meaningful connections between officers and communities that increase accountability and strengthen the department’s ability to work with residents and local leaders to prevent crime. In tandem with personnel investments, I support data-driven responses to crime that enable MPD to be nimble in allocating resources to address increases in violent and property crimes where they occur.
